I don't understand this one either, but it seemed a good idea at the time. Perhaps the button rescues someone who has fallen victim to a malfunctioning automated toilet. Or, perhaps it stops the city from wasting its resources on crappy self-cleaning bathrooms that barely work even when at their best and cost far more than traditional restrooms and the custodial staff to maintain them.
