"The City" is an archetype. San Francisco carries the title no more heavily than any other city in the world.

When I do this, I'm gonna make an altar to The City, the city featured in Transmetropolitan. My altar will have a bowel disruptor a two faced cat and a couple of filthy assistants.

Of course. That goes for most all tasks- save things like The High Score Task and other areas where non-SF completions would take a lot away from a completion.

But frankly I don't think "the city" necessarily means SF anyways. See Nintend0.
