In this shot you can see the plaque on the right and if you look closely you can see the transformer room that the Resistance used as a weapons bunker. The resistance learned early on not to have any meetings or gatherings in buildings. Instead choosing to meet out in the open on the top of this dam where threats could be seen from miles away and escape was assured from nearly any direction.
