This is on the ground right out side The Boardwalk in Santa Cruz. (you might remember it from Lost Boys) there are also three other NO painted there that make total since. this one is a little convoluted
Apparently they don't want you skateboarding while holding roller skates. My assumption is that skateboarding alone, or simply holding roller-skates is fine. the reasoning behind it might be that it throws off your balance, but it could also have something to do with all the damn vampires.
