Actually, I think that most of the challenge is being naked in a place where the social norm is not to be. So while I think that putting pictures on the internet can count as "public", it's not the same as walking down the street naked. Similarly, I think pictures from Burning Man or a nude beach or similar are less to the point of this task.
I hate the car broke down thing. I don't want to reinforce scamming behavior by giving money to the folks who try this sort of thing on me, but at the same time I don't want to call them on it. It is, after all, partly a shield for their pride.
If you're going to give folks money (I often do), about the best thing I've found is to interrupt them before they get too far into their story, and offer them whatever it is you're willing to give them.
