I've had conversations with my sister-in-law about this subject and she definitely considers breast milk to be vegan. It is an animal product, but it is a product given willingly by a human to another human. It is produced for the sole purpose of feeding babies. Cow's milk on the other hand is being produced to feed baby cows and is then taken from the cow to feed humans in a manner that often harmful to the cow, the environment, etc. You could define veganism to not include breast feeding but that would be missing the point.
