Based on the filename of the image, it looks like it's from "When They Cry - Higurashi no Naku Koro Ni". Wikipedia says it's a murder-mystery series.
The animation quality strikes me as a little... meh -- but I'm wondering if it'd be worth checking out for the mystery stories?
