Below is an encrypted set of rules for the trajectory of EquivalenZ. Anyone in EquivalenZ (alter egos excluded) can ask me for the method or a translation.
Anyone from a rival group can have the method in exchange for a vote.
I know this isn't a very original completion, but a) no-one has made secret rules for EquivalenZ and b) I need to clear my task list for the upcoming challenge...

I can confirm that General Tom only got the decoy message, not the secret encrypted message.

Ooh, I get a shiny title! I love shiny titles.
Anyway, I recommend folks either decrypt it or vote, as it's quite well written.

Congratulations, your excellency.
And yes, it is indeed well-written. (And I should've recognized it as a transposition cipher. Frequency analysis on the letters showed way too many j's but something not-quite-normal outside of that.)
