I can't figure it out, but points for effort and mystique!
I am also stumped. That both the playing cards and the strategies cards come from ordered sets suggests some sort of numerical mapping, but the strategies chosen don't seem to come from any particular edition, at least according to online references. . . so that's a non-starter.
