Most people who are more than casual users of the Internet are familiar with IP addresses, the numeric system in #.#.#.# format (where # is an integer between 0 and 255, inclusive) which is the more human-friendly representation of a much larger binary number that is the real numeric "location" of a computer or other device on the Internet.

If you haven't noticed, your neighborhood is using a different system of addresses based on such things as streets and cardinal directions. This methodology is executed differently from country to country, and even slight variations sometimes exist between regions/cities within the same country. These systems are not globally accessible and can be confusing for entities entering a new geographical location for the first time. This would be especially so for virtual entities, used to the IP address system. It also would fail as a system should a building be physically moved, losing its address in the process.

Bring a neighborhood or part of the city up to speed and future-proof it against locational interference by supplying IP addresses to every building within the area you choose to convert. You may want to use IPv6 over IPv4 to better insure you don't run into address-in-use conflicts.
