Actually, Sean, before I read your comment, I was aware of SF's own Pirate Cat Radio using the same clause (check their about page), Title 47 section 73.3542, but it's interesting to see the negation clause. But PCR has been going on for a couple years now, with even local TV having done a report on them.

I have an old electronic circuit kit that has plans to build your own radio station that casts an AM signal. I included some pictures of the finished circuit as well as the video of me trying to get it to cast a signal. I still haven't found the perf...






There's a story going around about a pirate radio station in Iowa that claims a "wartime" loophole allows them to broadcast without FCC licensing (at least, as long as we're at "war"). Nice idea, but apparently-more-informed commenter "Kristopher" writes, "They needed to read the law they were using. The FCC can deny or cancel such an emergency authorization at any time. From CFR Title 47, section 73.3542: (b) Emergency operating authority issued under this section may be cancelled or modified by the FCC without prior notice or right to hearing. See also Sec. 73.1250, Broadcasting Emergency Information, for situations in which emergency operation may be conducted without prior authorization, and Sec. 73.1635, Special Temporary Authorization (STA), for temporary operating authorizations necessitated by circumstances not within the ambit of this section."
Honestly, I doubt any short-term pirate radio station (which implies a stronger signal than I'm assuming many SF0 attempts will have anyway) would raise many FCC eyebrows anyway, but it seems like it would be particularly sweet if your station exploited one of the "emergency" clauses Kristopher mentions...
