Runners - Evade the chasers for as long as possible. If a chaser contacts you asking for your location, you must answer honestly and precisely.
Chasers - Give the runners a headstart (the size of which should be proportional to the intended scale of the game), and attempt to track them down and catch them.

Team sizes, additional rules, headstart sizes and the like can all be modified, but the basic premise of the game should remain: A large number of people attempting to catch a small number of people, the location of whom can be reliably obtained at any time.
