When you have collected/implemented enough information in Phases 1 and 2, re-explore the physical areas represented in your Virtual Reality.

Create and install signs in those areas explaining that people have entered a virtual reality ("Welcome to Virtual San Francisco" / "You are now leaving Virtual San Francisco" would be appropriate).

Make note of any discrepancies between the physical locations and their representation in your VR. Attempt to create two equivalent structures by filling in respective differences, especially ones that you artificially generate. Modify the real to resemble the virtual and visa versa. For instance, place an object in your virtual representation that doesn't exist in its respective actual location, then physically create the same object and install it where the virtual reality dictates. Achieve equivalence.
