I think the "1000 points or more can approve tasks" is a good start, but it would need to be a bit more balanced. It could be a poll type of function. For instance, if one person that is above the 1000 point threshold, they could vote for it to be approved, and once it gets 3-6 votes, it could be approved. Giving just one person that power might lead to some inappropriate shenanigans. Also, players shouldn't be able to vote for their own tasks.

Also, and this is just me, but I think that the current regulations to be voted in as senator are a bit difficult. With the current amount of activity per day that's happening, 25 votes is kind of obnoxious.
Again, that's just me.

I've been doing a lot of work to keep myself undetected by pueblood mammals. Of course, I'm not entirely sure pixies are mammals at all...

We were actually talking about Super Smash Brothers Melee. I've had a certain affinity for that series since the N64 era, but I've only recently started going to tournaments (recently, meaning within the last year).
