Are you allowed to perform non-musically, if "extra instruments" sounds expensive?

Also, cheap and easy-to-play instruments: Kazoos, maracas, vocals, and so-forth.

True. And I was thinking of the kind of instrument that takes enough talent that if you recruit someone off the street who knows how to use it, the odds of them contributing to your performance sucking go down.

But yeah, when the weather is warm this needs to happen in Minneapolis.

As I've mentioned, I have an Instrument Creation in the pipeline, but it'll be a while before it's done and an even longer while before I'm even remotely competent at the ensuing instrument. By the time that one will let me participate, I bet the climate will let us do so.

I can't wait to do this one. I'm thinking, when I do it (which will be much later), that I'll take an instrument I'll play, a few friends to join in and encourage people, lyrics to the songs that I'll play, extra percussion type instruments, an extra guitar (in case any strangers know how to play) and a sign that tells people what's going on.

But if you had an idea that I just listed then don't think that you shouldn't do it now that I said it. Go, do it. I don't care. That's what this task is all about.
