Walk into an urban area, then immediately begin following the first person to cross your path. If another person passes between you and this person, follow them instead. Keep this up until people notice and complain or some other meaningful resolution is reached.
Bonus points if this leads you to follow people into their homes/places of work.

Yeah, I was in London last week on work shadowing and I basically spent all my lunchtimes doing this through Kensington.
