The task specifies the street corner, but only that the monument be in honor of the San Francisco victims. Surely there are 5th & Harrison intersections all over the country...

The base is in SF, this much is true. But check around, there are people playing in other cities. Hell, other countries. SF0 is international!

But I've looked and looked and there's no 5th and Harrison intersection on base...There's a Fort Benjamin Harrison road though...and it might be around the 5th IED...
