Tripod plus auto-take or whatever it is called. Y'know, the thing where it gives you a few seconds to get in place before it takes a photo. And thank you!
But-but you are not blurry and everything else is! Witchcraft, then. Awesome.
What it looks like is the camera was moving and the flash froze whatever it hit in the foreground... LSS and the lamp post. Although I have my doubts... there is some artifacting that is especially suspicious looking and usually flashes fire at the begining or end of the exposure, for blurring to occur on both sides of the subject the flash would have to fire in the middle of the exposure. Quite unusual it could be the new witchcraft; photoshop.

It was a long exposure fer sure, and the camera was moving with the subject, but wasn't dollying, it was panning.
It does look like there was a flash in the middle of the exposure, but that's tricky to set up and if she didn't say that that happened, I'm guessing that this was a mistake, and I'll guess that a car drove by with it's headlights hitting her in the middle of the exposure. Or something like that.
I would like to see it repeated though.
See? There are photographers around here! Who could reproduce the effect if they feel so inclined, I am sure :)

Flash and movement creates cool photos
As I found out.
But it looks like it's doing the same thing that sports photographers do. You follow the subject who is moving and that way the background not the subject blurs.
Woah, photographers galore! I was more under the 'witchcraft' impression. I actually don't know how this happened, it just... did. I admit to cleaning up some edges, (please don't tell me that's illegal here!) but the blurriness wasn't my doing.
I have no idea how you took that picture, but I am not a photographer either. Still, I like it a lot. Welcome to the game!
