I could see dropping it down to 75 or 125 (level 4 or 5). As written (I think it started out this way) it requires one person from each group.
perhaps points that scale on the number of participants?
its hard enough to get/schedule for players from 2 or 3 groups to gather at the same time, let alone 5
Although, IMHO, any "mob" worthy of the name, with a high enough concentration of SFZero'ers and friends (granted - much easier in some cities than others) should be able to cover that requirement.
