I think I get it.

Tell a story by means other than the usual writing or verbal storytelling.

Honking it in morse code is what seems to be suggested by honking.

I think another interperetation could be that the narrative might be in a conventional form (audio tape, words on paper, video), but that it is delivered to the intended in an unconventional and novel (excuse the pun) way (like delivery by owl or vacuum tube).
